Peintre de formation aux Beaux-Arts de Taipei, diplômé de l'École Nationale Supérieure des Beaux-Arts de Paris, atelier de Christian Boltanski, il a obtenu un DEA d'arts plastiques à l'Université Paris VIII, puis a participé à l’Institut des Hautes Etudes en Arts plastiques dirigé par Pontus Hulten.
Depuis janvier 2008 Directeur du Centre Culturel de Taïwan à Paris.
Docteur de l’Université Paris VIII en esthétique, art scientifique et théorie de la création artistique. M. Chen s’inscrit dans une approche pragmatique de la création artistique. Il a enseigné à l’Université Paris VIII ainsi qu’à l’Université Nationale des Beaux-arts de Taiwan. Il a également été directeur du département des Beaux-Arts de l’Université Nationale des Arts de Taiwan. M. Chen est actif sur la scène artistique parisienne et connaît bien le milieu culturel français.
