VOICELESS SUBURB. "All human beings are born free and equal in dignity and rights" (Art.1 of the World Declaration of Human Rights). As a result of the successive waves of immigration, our cities are coloured by the diversity of their inhabitants. Most often called on to do the unrewarding jobs (coal-mining, cleaning, building...), these immigrants and their children do not, however, have the same rights as others. Our fears, whether born of reality or fantasy, nurture arguments for their rejection, making it even harder to coexist. More than 10 years ago, the Dutch have decided to give a double nationality and the right to vote to immigrants. This choice is full of positive aspects and should be a model to us: it led to an improvement in housing conditions for all, to the abolition of the ghettos and to an involvement in the betterment of urban life conditions.
